2022 Budget Highlights
On 23rd March 2022, the Chancellor presented his Spring Statement to Parliament. Following on from the Covid-19 pandemic, there UK is now having to react to the situation in Ukraine as well as the looming energy and cost of living crisis. The following key points and the subsequent information tables may be of some use when planning your next moves. Please contact Matthews Hanton if you require further guidance.
One item that had already been announced, is the Health and Social Care Levy which means an increase in the National Insurance rates for Employer class 1, employee Class 1, Class 1A, Class 1B and Class 4 National Insurance contributions, by 1.25%. Similarly, the same 1.25% rate increase applies to Dividend income for 2022/23.
Reducing the impact of the Health and Social Care Levy, the National Insurance threshold will be increased from £9,880 to £12,570 effective from July 2022, bringing this in line with the personal allowance threshold. There is no change to the threshold for Employer’s NI which will remain at £9,100 for the year as previously announced.
The Employment Allowance will increase to £5,000 from April – up from £4,000. This allowance reduces small employers’ national insurance liability. However, as in prior years, you cannot claim the employment allowance if you have only one employee earning above the “secondary threshold” who is also a director of the business.
VAT on energy efficiency measures such as solar panels, heat pumps and insulation installation will be reduced to 0% for five years. This is intended to stimulate interest in efficiency and green energy, in line with the government’s goals regarding climate change and the current cost of energy crisis.

Note 3: an income tax charge will apply to taxpayers with ‘adjusted net income’ exceeding £50,000 in a tax year, when child benefit is also received by them or their partner. The charge will reduce the financial benefit of receiving child benefit for those with income between £50,000 and £60,000, and remove it completely for taxpayers with income above £60,000. | |||||||
Note 4: from January 2021, no child benefit payments are made in respect of children living overseas. This will apply to EEA migrants arriving in the UK under the new immigration system. | |||||||
Note 4a: following the publication of consumer price index figures for September 2021 on 20 October, the government will conduct a review of benefits rates for 2022/23. Note 10: the annual allowance is a limit to the total amount of contributions that can be paid to a defined contribution pension scheme and the total amount of benefits that you can build up in a defined benefit pension scheme each year, for tax relief purposes. | |||||||
Since 6 April 2016, individuals with a high income have had a tapered annual allowance, where for every £2 of adjusted income over a threshold, an individual’s annual allowance is reduced by £1. From 6 April 2020, the tapered annual allowance applies for individuals with ‘threshold income’ of over £200,000, and ‘adjusted income’ of over £240,000.
